Kütüphanelerin Geleceği: Yapay Zekâ ve Milli Kütüphanenin Öncü Rolü

Özet

Milli Kütüphane, kütüphanecilik alanındaki yenilikleri takip ederek ve örnek uygulamaları iş ve işlemlerine entegre ederek kütüphanecilik alanında öncü bir rol oynamaktadır. Günümüzün en sıcak teknolojisi olan yapay zekâ, kütüphaneleri hızlı ve derin bir dönüşüme zorlamaktadır. Kütüphanelerin bu sürece doğru biçimde adapte olabilmesi amacıyla Milli Kütüphane’nin rehberliği önemli görülmektedir. Kapsamlı bir literatür taramasıyla birlikte betimsel araştırma yönteminin izlendiği bu çalışmada, yapay zekânın kütüphane hizmetlerine entegrasyonunda ciddi kaygıların ve yanıtı aranan soruların olduğu tespit edilmiştir. Bu çalışmada, Milli Kütüphane’nin yapay zekânın kütüphane hizmetlerine entegrasyonunda, özellikle etik kaygıların giderilmesi ve entegrasyon için bir yol haritası belirlenmesi konularında kritik bir rol oynayabileceği savunulmaktadır. Amaç, yapay zekâ çağında yeni nesil araçlarla farklı bir boyuta taşınan bilgi hizmetlerinin geliştirilmesi, uygulanması ve entegrasyonunda Milli Kütüphane’ye düşen görev ve sorumlulukları değerlendirmektir. Yapılan değerlendirmeler sonucunda, yapay zekâ teknolojisiyle dönüşen bilgi hizmetleri ve erişim kanallarının yönetilmesinde Milli Kütüphane’nin planlama, programlama, politika oluşturma, standart geliştirme ve uygulama desteğinin son derece önemli olduğu sonucuna varılmıştır.

Literatürde, yapay zekânın bilgi hizmetlerine entegrasyon sürecini ele alan çalışmalar oldukça sınırlıdır. Bu çalışmalar genellikle teknik detaylara odaklanmakta ve strateji üretme, politika oluşturma, iş birliği programları ve uygulama geliştirme gibi kritik konulara yeterince değinmemektedir. Bu bağlamda çalışma, yapay zekâ entegrasyonunun bu önemli yönlerini içeren kapsamlı bir bakış açısı sunarak özgün değer kazanmaktadır.

Abstract

The National Library plays a leading role in the field of librarianship by following in-novations in the field of librarianship and integrating exemplary practices into its busi-ness and operations. Artificial intelligence, today’s hottest technology, forces libraries to undergo a rapid and deep transformation. The guidance of the National Library is considered important in order for libraries to adapt to this process correctly. In this study, in which the descriptive research method was followed along with a comprehen-sive literature review, it was determined that there are serious concerns and questions to be answered in the integration of artificial intelligence into library services. In this study, it is argued that the National Library can play a critical role in the integration of artificial intelligence into library services, especially in addressing ethical concerns and determining a road map for integration. The aim is to evaluate the duties and responsi-bilities of the National Library in the development, implementation and integration of information services that have been taken to a different dimension with new generation tools in the age of artificial intelligence. As a result of the evaluations, it was concluded that the National Library’s planning, programming, policy formulation, standard de-velopment and implementation support is extremely important in managing the infor-mation services and access channels transformed by artificial intelligence technology.

In the literature, studies addressing the integration process of artificial intelligence into information services are quite limited. These studies generally focus on technical details and do not adequately address critical issues such as strategy generation, policy formu-lation, cooperation programs and application development. In this context, the study gains unique value by offering a comprehensive perspective that includes these import-ant aspects of artificial intelligence integration.
